The three teams were shortlisted based on criteria identified in a request for qualifications process that began in September 2025.
This included design and construction capability, experience, qualified personnel and financial capacity to deliver a project of this size and scope.

Teams will now begin preparing proposals that detail how they will deliver the project.
The new science facility complex will permanently replace the Ministry of the Environment, Conservation and Parks’ facility at 125 Resources Rd. and the Ministry of Labour, Immigration, Training and Skills Development’s temporary facility at 6295 Northam Dr.
The new space will bring the ministries together under one roof and will feature a flexible, purpose-built design with adaptable laboratories, science workshop spaces and offices to support both current operations and future growth, a release explains.
It will also include “future-ready infrastructure to support emerging economic sectors and protect public health and the environment through advanced monitoring of radiological materials, environmental contaminants and live viruses.”
It is being designed to achieve LEED Silver certification.
Once submissions are received, Infrastructure Ontario, along with Ministry of the Environment, Conservation and Parks and the Ministry of Labour, Immigration, Training and Skills Development will evaluate the proposals, select a preferred team and then negotiate a final contract.
A successful bidder is expected to be announced in late winter 2027.
